Aviation Decontamination DoS

The Department of State is conducting market research through a Request for Information to identify qualified vendors capable of providing specialized aviation decontamination services in support of its biocontainment aviation mission, which is critical for protecting Chief of Mission personnel worldwide from highly pathogenic infectious diseases. This effort supports obligations under the Foreign Service Act of 1980 and the Occupational Safety and Health Act of 1970, particularly for the MED Aviation Program that transports patients infected with Category A biological agents such as Ebola, Marburg, Lassa Fever, and Hantavirus. Vendors must demonstrate proven experience in deploying personnel aboard aircraft during active biocontainment missions and executing full decontamination upon mission completion, including the ability to operate in austere or non-permissive overseas environments with limited infrastructure. Responses must detail capabilities for on-aircraft standby, rapid deployment within 6 to 12 hours of notification, proper use of personal protective equipment, adherence to CDC and international health protocols, and compliance with vaccination and prophylaxis requirements for personnel. Vendors are required to submit responses by June 17, 2026, at 12 PM EST to Alicia Hofhine at HofhineAK@state.gov, with submissions limited to five pages excluding resumes and attachments, and must include business size, socioeconomic status, DUNS/UEI number, applicable NAICS code 562910, and any existing government contracting vehicles. Organizations must either hold or be able to obtain a Secret-level security clearance and a facility clearance compliant with DoD DD Form 254 requirements. They must also list certifications for biological hazard remediation, HAZMAT handling and disposal, aviation-environment decontamination, and select agent handling under 42 CFR Part 73, 7 CFR Part 331, and 9 CFR Part 121. Response documentation must address waste segregation, packaging, disposal, and the processes for securing permits and regulatory approvals domestically and internationally. While no formal contract or reimbursement is anticipated, vendors must acknowledge that all submissions are subject to the Freedom of Information Act and must clearly mark proprietary information.
