The contract solicitation SPE2DS-26-T-081J calls for the procurement of 50 units of a Lead Set, Electrode, specifically the ZOLL 4 Lead ECG Cable intended for use with the Propaq MD Monitor/Defibrillator, identified by NSN 6515-01-655-0317. Delivery is required within five days of award to Camp Pendleton, CA 92055-5627, with FOB destination terms placing full responsibility on the contractor for safe transit and condition upon arrival. All units must be packaged in commercial-grade sealed containers that protect against damage and breakage, with exterior shipping containers suitable for standard carrier transport at the lowest possible rate. Medical marking standards strictly apply, mandating compliance with Medical Marking Standard No. 1, which supersedes MIL-STD-129, and requires adherence to specific labeling formats for traceability and identification. Packaging must align with DLA’s RP001 requirements for palletization and commercial standards such as ASTM D3951. Hazardous materials must be labeled per OSHA’s Hazard Communication Standard, and any products falling under other federal statutes like FIFRA or FDCA must have their exemptions clearly identified and submitted for review prior to award. The contractor is obligated to use WAWF for all invoicing and receiving reports, and must certify compliance with numerous federal clauses including cybersecurity safeguards under NIST SP 800-171, trafficking in persons prohibitions, employment eligibility verification, sustainable product usage, and the safeguarding of government information systems. Representations regarding business size, UEI and CAGE codes, and participation in federal socioeconomic programs must be completed in full by the offeror, and any provision of covered telecommunications equipment triggers additional disclosure obligations. The contract does not specify pricing, leaving unit costs open to bid, and no option quantities or extensions are included. All proposals must be submitted electronically through the DLA Internet Bid Board System by the close of business on May 26, 2026, with no physical submissions accepted. Inspection and acceptance occur at the delivery point, with government representatives responsible for verifying conformity to all technical, packaging, and labeling requirements outlined in the solicitation.
