Regional workforce analyses indicate a significant and ongoing shortage of first-line construction supervisors, alongside persistent underrepresentation of women and Black, Indigenous, and People of Color (BIPOC) workers in leadership roles. While progress has been made in apprenticeship participation, advancement into supervisory positions remains limited due to structural barriers including lack of access to leadership pathways, limited sponsorship, and inconsistent employer engagement. The Port seeks to procure a comprehensive Leadership Development Program that strengthens the construction leadership pipeline through structured training, mentorship, employer engagement, and measurable advancement outcomes.
