Somerset Health and Social Care Training, Workforce Development and Innovation Open Framework

The Somerset Health and Social Care Training, Workforce Development and Innovation Open Framework is a strategic initiative managed by the Somerset NHS Foundation Trust on behalf of the Somerset Health and Care Academy. This joint venture between Somerset Council, Somerset NHS Foundation Trust, and the NHS Somerset Integrated Care Board aims to create a scalable provider base for training and innovation services focused on system-wide workforce priorities and high-quality social care. The framework is structured into six functional lots, each with an estimated value of £1,000,000 excluding VAT, covering non-accredited training, accredited qualifications, leadership and management, integrated health and care training, digital and technology-enabled development, and education pathways including apprenticeships. The total estimated value of the framework is £5,000,000 excluding VAT, with a projected performance period of six years from March 12, 2027, to March 11, 2033, located in Somerset. Awards are based on quality and may be granted with or without competition. A key financial arrangement specifies that for every call-off contract, the Academy receives 35% of learner fees while the provider receives 65%. The procurement encourages participation from small and medium-sized enterprises as well as voluntary, community, and social enterprises. Interested parties must submit electronic proposals in English via the Atamis e-Tendering Portal by December 16, 2026.
