GSA has awarded the incumbent lessor, St Martins Abbey, with a lease for 40,881 RSF of office space in Lacey, WA. An ad for leased space was placed on FedBizOpps on August 3, 2017 and received a singular response. The respondent indicated interest but did not provide intended rates for comparison. On January 3, 2019, additional market research was conducted; however none of those properties had existing warehouse space that could meet the full requirement. As such, GSA decided to pursue a stay-in-place sole source acquisition with the incumbent lessor without full and open competition for the dual purpose of providing additional time to complete a full and open procurement for a portion of space designated for NOAA and the Ecological Services (ES) subdivision of FWS under project 6WA0520, as well as for continued occupancy for a separate portion of space needed by FWS at this leased location. The portion of space for continued occupancy by FWS will consist of both office and warehouse/lab space. It will ultimately result in a reduction of FWS current space and will backfill currently vacant space at the location.
