Request for Lease Proposal (RFLP) Enhanced Use Leasing Project Davis-Monthan Air Force Base, AZ
Solicitation # AFCEC26R0003RFLP
The Department of the Air Force is soliciting proposals for an Enhanced Use Lease (EUL) project at Davis-Monthan Air Force Base in Tucson, Arizona. This opportunity involves a long-term sublease of approximately 500 acres of land for private commercial development, construction, and operation. While the current Master Lease with the City of Tucson expires in June 2052, the Government intends to extend it to allow for sublease terms of up to 50 years. A critical requirement for any selected lessee is the mandatory relocation and construction of a new Combat Arms Training and Maintenance (CATM) facility, which must include two 50-meter small arms ranges, one 800-meter range, and a 10,000 square foot administrative and classroom building. The Government will utilize a best-value proposal selection strategy based on four primary evaluation factors: project description, return to the government, organization and experience, and an integrated project plan and schedule. Proposals must be submitted electronically by November 2, 2026. Because this is a non-FAR real estate transaction, it is not governed by the Federal Acquisition Regulation, though it remains subject to specific federal mandates including the Davis-Bacon Act, the Buy American Act, and strict non-disclosure and insurance requirements. Offerors must certify no conflicts of interest with designated Real Estate Support Service contractors and provide a detailed financial pro forma demonstrating that the proposed rent meets or exceeds fair market value.
