DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH MODULAR SPACE CORPORATION, the MODSPACE division. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source lease order to MODSPACE, 1200 Swedesford Road, Berwyn, PA 19312. The Sole Source purchase will be for the Lease of Re-locatable Mobile Office Buildings, for the EWG Personnel. The items and services to be provided are commercial, according to FAR 2.101 and described below. 1.1 Background: The Military Construction project for the West Base Engineering Facility/Electronic Combat Engineering Facility is currently in the Future Years Defense Program (FYDP) and prioritized by Head Quarters (HQ) Air Force Material Command Commander (AFMC). Interim facilities were required until construction of the Engineering Facilities and beneficial occupancy of the facilities. HQ AFMC approved the use of a relocatable facility, Building 1030A, comprised of 11 trailers until December 2009, initially. The Edwards Flight Test Center Planning and Zoning Committee and 95th Air Base Civil Engineering approved placement for the 11 trailer complex. The Army Corps of Engineers executed site preparation and acquisition of the trailers via an assignable lease. The 11 trailers, configured as a 7Plex and 4Plex, are currently in place and occupied by the 412th EWG Engineering Personnel. Description of Requirement: Provide the following Re-locatable Mobile Office Building set-ups for Lease, consisting of: This modular unit facility consists of eleven (11-each), 12' X 60' foot trailers, configured as 7 Plex and a 4Plex. Also required: 1 (each) set of steps and a ramp for ADA compliance. These are required to be able to house 65 personnel. It allows consolidation of the software engineering and administrative personnel in a flexible, energy-efficient facility. It allows the laboratory personnel to conduct simulated flight test activities that support the Electronic Warfare Software Development in this facility.
