Full Description

NASA/Johnson Space Center (JSC) has a requirement for a Forward Operating Location (FOL) strategically located midway between JSC and the west coast. The space requirement for the FOL is 49,900 square feet (sf), including 41,040 sf of hangar space and 8,860 sf of administrative space. The hangar space must include sufficient power to supply the NASA aircraft inside the hangar and sufficient space for operation of large machinery, including NASA's wash rack and self-contained paint booth. The administrative space required must include offices, meeting rooms, restrooms, break areas, and parts storage areas. Approximately 395,000 sf of Hot Mix Asphalt Concrete ramp space and 65,000 sf of reinforced concrete airplane pads are required to support the functions detailed above. In addition, NASA requires a runway that is sufficient for take-off and landing of T-38 aircraft. NASA/JSC intends to purchase the items from El Paso International Airport (EPIA). EPIA is the only known source with space available that meets the needs of the Agency. A market survey indicates that no other airport or military activity midway between JSC and the west coast can support the Agency's needs. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Central time on September 29, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
