LED Electronic Message Center Signs

The City of New Carrollton, Maryland, is soliciting proposals for a turnkey installation of three full-color LED Electronic Message Center signs at specified locations: two double-faced units at 85th Ave & Longfellow St and 5798-5748 Lamont Dr in New Carrollton, and one single-faced unit at 7408 Good Luck Rd in Lanham. Each sign must feature a 6.67mm full-color RGB pixel pitch with a minimum 96H x 336W pixel matrix, capable of displaying up to 281 quintillion colors at up to 10,000 NITs brightness, and must be UL-listed, assembled in the USA, and comply with all applicable local, state, and federal codes. The vendor is responsible for the complete lifecycle of each sign, including fabrication, permitting, structural support, electrical connection, cloud-based software management with lifetime access to self-guided video tutorials, and all on-site installation performed in two mobilizations covering foundation and final commissioning. All work must occur during business hours Monday through Friday, 8:00 am to 5:00 pm, and the vendor must secure and coordinate final inspections including building, electrical, county, and any required third-party reviews in Prince George’s County. Proposals must be submitted electronically through the City’s OpenGov eProcurement portal by June 26, 2026, at 12:00 pm, and must include a notarized non-collusion affidavit, vendor responsibility form, equal opportunity employer and drug-free workplace certifications, and a detailed proposal with separate line-item pricing for each site. Evaluation is based on experience, work plan and timeline, and cost, each weighted at 25% of the total score, with mandatory requirements serving as a pass/fail gate—failure to meet them results in noncompliance. The total contract value must not exceed $250,000, and vendors may offer a discount for winning all three locations. Payment requires a 30% deposit via purchase order to initiate work, with the balance due only after installation and final inspection. All materials remain the vendor’s property until full payment is received.
