This is a notice of intent to award a sole source contract. The Department of State intends to award a sole source contract to the law firm of Jamil & Jamil FZ LLE located in Dubai, UAE. The firm fixed-priced contract will provide for continued legal support service which are under way for the disposal of real property in Karachi, Pakistan.  As Jamil & Jamil is in the middle of the necessary legal transaction, it would be detrimental to the Government to change legal counsel at this point in the property acquisition process.  In accordance with 41 USC 1901, the government has determined that Jamil & Jamil is the only responsible source that is able to provide the continued legal services.


This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required services within seven (7) days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
