Legion Memorial Golf Course Irrigation Replacement Project

The City of Everett is soliciting Statements of Qualifications for the Legion Memorial Golf Course Irrigation Replacement Project, a major initiative to replace a 40-year-old irrigation system across 130 acres. The project aims to modernize aging infrastructure to improve water efficiency, reduce waste, and ensure consistent playing surfaces through the installation of a fully automated system featuring weather-based scheduling, flow management, and remote monitoring. The scope of work encompasses design and construction administration services, including site mapping, engineering, permitting, and the development of construction documents. Technical requirements cover mechanical, electrical, and plumbing components, such as pumps, central controllers, and main supply lines, with a preference for Rain Bird or equivalent technology. The project also includes a study on the use of wells and water retainage lagoons. The selection process is based on a cumulative scoring system, with equal weight given to Qualifications and Experience and Approach and Capability. Evaluators will specifically assess key personnel expertise in golf irrigation, subconsultant experience, project understanding, and risk management. The preliminary schedule includes design milestones starting in February 2027, with a construction bid phase in August 2027 and the construction phase beginning in April 2028. Interested firms must submit a Statement of Qualifications limited to 20 single-sided pages by the deadline of October 29, 2026. The selected firm will enter into a Professional Services Agreement, with the final contract amount to be established through negotiations. All work must comply with prevailing wage laws and non-discrimination requirements.
