This Request for Proposal (RFP) invites proposals from qualified and experienced IPD General Contractors for the scope of work related to Leq'á:mel First Nation Skweahm IR10 Water System Upgrades as outlined in this document. Leq'á:mel First Nation is preparing for the design and construction of water system upgrades to improve drinking water quality. Pre-validation activities completed or currently underway include the following: • Determine design criteria; • Complete field investigations including geotechnical assessment and hydrogeological assessment (sufficiency and completeness will be confirmed during validation); • Complete preliminary design for the civil scope of work; and, • Identify the scope of the Validation Phase; Leq'á:mel wishes to construct several water system upgrades which will improve the storage, treatment and distribution of water in their community. The construction of the system improvements will include the following: • Disinfection facility and reservoir site o A disinfection facility with ultra-violet (UV) and chlorine disinfection, and pH adjustment, capable of handling flows up to 20 L/s. The proposed disinfection building’s footprint is estimated to be 220 m2. Included in the scope is building supply and install, concrete works, process piping, yard piping, electrical, mechanical, miscellaneous instrumentation, and other ancillary works o A below-grade concrete reservoir with a capacity of 1,900 m3. The reservoir will include two booster pumps and two fire pumps. Included in the scope is concrete works, process piping, instrumentation, electrical, and other ancillary works. o Upgrades to the two existing wells, including new pumps and new submersible pressure (level) transmitters. Each wellhead will also be raised to 11.19 m. The wells are currently at elevations of 8.40 m and 8.75 m. o Decommissioning of the existing 15 m2 pumphouse building. o Raising the site by 1.2 to 1.6 m, to an elevation of 10.2 m, and the construction of a retaining wall to hold the fill. The retaining wall has a perimeter of approximately 130 m and ranges in height from 1.3 m to 1.7 m. Note that other flood protection approaches will be reviewed during the Validation Phase. o An outdoor electrical cabinet. o Connection of the existing wells to the new disinfection facility, including any interim works required to facilitate the continued supply of water to the community. • Distribution piping o Construction of approximately 4,500 m of watermain throughout the community (including service lines) and 20 fire hydrants. Leq'á:mel has discussed a desire to encourage innovative design, materials, processes and procurement models to achieve project success. Refer to the Appendices for project memos, reports, and design documents relative to the project.
