The DLA Aviation Contracting Office at Hill AFB plans to incorporate a clause into the Landing Gear Prime Vendor Contract, encompassing contract numbers FA8203-08-D-0001 through FA8203-08-D-0004. This clause outlines the process for modifying the contract’s parts lists—specifically, Attachment 7 for Air Force-managed landing gear parts and Attachment 8 for DLA-managed parts—to add or remove items that were not identified initially or later found to be non-competitive. When a landing gear part is deemed appropriate for inclusion based on competitiveness and demand, the Contracting Officer (CO) will issue a draft contract modification requesting ceiling prices and maximum delivery times from the prime vendors. The primes have 30 days to respond or may request an extension. The CO then reviews the submitted prices for reasonableness, seeks justification as needed, obtains concurrence for changes, and finalizes the contract modification. Parts found to be non-competitive or unsuitable will be removed through unilateral modification by the CO. This provision ensures ongoing contract flexibility and responsiveness to changing demands and market competitiveness, facilitating the efficient management of landing gear parts under the LGPVC. Points of contact for further inquiry include Nathan J. Flinders from Hill AFB, reachable by phone or email. The contract relates to NAICS code 336413, indicating the aerospace product and parts manufacturing sector, and supports streamlined updates to the parts inventory, maintaining alignment with operational needs and cost control.

The DLA Aviation Contracting Office at Hill AFB intends to add the following clause to the Landing Gear Prime Vendor Contract (LGPVC). Contract numbers are FA8203-08-D-0001, FA8203-08-D-0002, FA8203-08-D-0003, and FA8203-08-D-0004. ADDITION/REMOVAL OF PARTS FROM THE BASIC CONTRACT: This provision provides instructions on modifying Attachment 7 (AF-managed landing gear parts) and Attachment 8 (DLA-managed parts) to include or remove items not specifically identified at time of contract award or subsequently rescreened and determined to be non-competitive. After determining a landing gear part(s) is suitable for inclusion (competitive with demand), the Contracting Officer (CO) will forward a draft contract modification containing an addendum to the applicable attachment soliciting ceiling prices and a not to exceed delivery days (NTEDD) for the part(s) to be added. The primes will respond within 30 days or, if needed, request the CO grant an extension. Upon receipt of the requested information, the CO will review the ceiling prices for reasonableness, request explanation/justification for any that appear to be too high or too low, obtain concurrence for any necessary changes and process the contract modification. The CO will process a unilateral contract modification removing any part(s) determined to be non-competitive or otherwise unsuitable for ordering under the Landing Gear Prime Vendor Contract (LGPVC).
