The Naval Sea Systems Command (NAVSEA) plans to issue a limited competition solicitation exclusively to Huntington Ingalls Incorporated (Ingalls Shipbuilding) and General Dynamics National Steel and Shipbuilding Company (NASSCO) for the detail design and construction of the Amphibious Assault Ship (LHA) 8, along with the detail design and construction of six T-AO(X) Fleet Oiler Replacement Ships, and contract design support for the LX(R) program. The contract also covers related supplies and services, including onboard and shore-based spares, engineering and industrial services, special studies, emergent materials, technical manuals, Coordinated Shipboard Allowance List (COSAL) materials, and crew familiarization. This limited competition approach is justified under 10 U.S.C. 2304(c)(3) to sustain the industrial mobilization base by ensuring the viability of these two key shipbuilding and engineering facilities. Ingalls Shipbuilding and NASSCO are the only vendors currently capable of constructing both the LHA 8 and T-AO(X) ships, possessing the unique expertise in amphibious and auxiliary ship design and construction necessary to fulfill the program’s requirements efficiently within the designated construction timeframes. The solicitation will include a competitive allocation of the LHA 8, T-AO(X) ships, and LX(R) contract design support between the two companies. While this pre-solicitation notice is informational and does not commit the government to award a contract or solicit proposals, interested subcontractors are encouraged to reach out directly to Ingalls Shipbuilding and NASSCO for subcontracting opportunities. The government emphasizes that it will neither solicit nor accept proposals based on this notice and will not reimburse any related costs.
