1. Sealed Proposal will be received by the Wissahickon Valley Public Library for the following:
LIBRARY RENOVATION TO THE BLUE BELL BRANCH LIBRARY – GENERAL CONSTRUCTION as a single prime contract.
2. It is the intention of the Library (Owner) to use Penn Bid for the administration of this bid process. Questions regarding the project scope shall be e-mailed to PennBid. Architect will not respond to questions received by telephone. Questions requiring response from the Architect will be forwarded by PennBid to the Architect. The last day for receipt of written questions is end of business day Friday September 11, 2026
All questions – technical or scope-related – must emailed to PENNBID as noted above. Please do not contact the Wissahickon Valley Public Library regarding this project.
Bidders may obtain electronic copies of drawings and specifications for this project via PENNBID
Bidders are advised that the drawings and specifications will be available beginning on Tuesday August 25, 2026
3. Proposals will be received until 10:00 A.M., prevailing time, Thursday, September 15, 2026 at which time they will be processed by PennBid and reviewed by the Owner. Notification of bidders will follow the usual PennBid process.
4. Each Bidder will be responsible for the delivery of their proposal per PennBid and contract document instructions.
5. One copy of each Proposal shall be submitted in the form prescribed.
6. Each Proposal shall be accompanied by a Bid Guaranty as specified in the Instruction to Bidders (Exhibit “C”) of the Bidding Documents.
7. A Performance Bond and Labor and Materials Bond in the amount of 100% are required. Also a Maintenance Bond shall be required in the amount of 25%.
8. The work of the project is defined by the contract documents ( see Section 00 0115 for list of drawings), including the general demolition and reconstruction of interior partitions and finishes, construction of new entrance feature, selected addition of doors and windows in exterior walls, miscellaneous structural steel work, and associated mechanical, electrical and plumbing work.
9. Mandatory Pre-Bid Conference will be held at the site on Wednesday September 2, 2026 at 10:00 AM local time. All prospective bidders are strongly encouraged to be present for this conference to be familiar with the building and the project scope.
