License Agreement Between the County of San Diego and City of Coronado

The County of San Diego and the City of Coronado have entered into a five-year license agreement for the use of the San Diego Emergency Vehicle Operations Center located at 7361 Otay Mesa Road, San Diego, California 92154. This agreement allows the City of Coronado to utilize the facility for meeting and training purposes. The site encompasses 40 acres of land featuring a driving course, street grid, and skills pad, along with 62,240 square feet of training room structures and 170 parking spaces. The project was approved by the County Director of General Services on January 22, 2026. It has been determined to be categorically exempt from the California Environmental Quality Act under Section 15301 for Existing Facilities, as the agreement does not expand the existing use of the facility or significantly impact the environment. Marcus Lubich serves as the Project Manager and Environmental Project Manager for the County.
