RFI-FY27-SI Powered Communications and Video Intelligence
Solicitation # RFI-FY27-SI-Powered_Communications_Video_Intelligence
U.S. Immigration and Customs Enforcement (ICE) is seeking information for an Integrated SI-Powered Detention Communications and Video Intelligence Suite to support the Office of Enforcement and Removal Operations. This initiative requires a single integrated platform rather than a collection of separate products to provide communications, voice identity, and video intelligence across geographically distributed detention facilities. The scope of work encompasses software licenses, subscriptions, implementation, integration, configuration, testing, training, cybersecurity support, operations and maintenance, and transition services. The solution must be compatible with existing infrastructure to avoid wholesale replacements and must adhere to DHS Enterprise Architecture Compliance. Key technical and security requirements include a FedRAMP High baseline for hosted cloud solutions and strict adherence to data ownership and privacy regulations, specifically prohibiting the prediction of a person's emotional state. The procurement process is currently in the Request for Information stage, with mandatory UEI and SAM registration for respondents. While final contract terms, pricing, and evaluation factors are not yet established, the government has highlighted the need for tamper-proof packaging for shipments and the requirement for U.S. citizenship for certain roles. Acceptance of the final system will be determined through government-observed demonstrations, functional tests, and security reviews.

The New York State Department of State's Division of Licensing Services is seeking qualified organizations to provide comprehensive computer-based testing services for licensing examinations related to appearance enhancement professions, including cosmetology, esthetics, nail specialty, natural hair styling, and waxing. Annually, the department administers approximately 15,000 written exams across multiple sites throughout the state, currently using paper-based, multiple-choice formats. The contract aims to develop and operate a system that offers both remote proctored and in-person testing options, managing all aspects of registration, fee collection, scheduling, proctoring, scoring, analysis, and results reporting. The examinations must be available in multiple languages, with results delivered in standard formats like Excel or CSV, and testing records retained for six years. The proposed financial model involves the vendor developing and providing the testing platform at no cost to the state, charging examinees directly for testing services, with exam fees transferred to the department and additional system usage fees retained by the vendor. Interested organizations must demonstrate at least five years of relevant experience and possess established systems capable of integrating with existing DOS examination content to deliver scheduled, continuous, or on-demand testing. The solicitation emphasizes a no-obligation process for respondents, requiring a Statement of Interest submission by July 25, 2025, which should include organizational details, capacity to meet program needs, and minimum test volume expectations. Clarifications regarding the solicitation are to be submitted via email by June 30, 2025, with official responses posted by July 11, 2025. This initiative aims to modernize the licensing examination process while maintaining concurrent paper-based testing, ensuring accessibility and efficiency for candidates across New York State.

Appearance enhancement includes cosmetology, esthetics, nail specialty, natural hair styling and waxing licenses. Content specific examinations developed by DOS are used for each, reflecting the scope of practice for each license type. Current written examinations are paper-based, multiple-choice tests occurring regularly at up to 11 sites throughout NYS. Exams are scheduled based on demand at each site. Each site is proctored by personnel hired directly by DOS. DOS is requesting Statements of Interest (SOI’s) from organizations interested in contracting with NYS to provide remote and in person computer-based testing services for license candidates. Scope of work will include: Full cost for computer-based testing services to be paid directly to the provider by the examinee. Record retention of testing for a period of 6 years. DOS is proposing a cost structure where the winning vendor will develop the computer-based testing service and make it available to examinees at no cost to the State. The vendor will then charge examinees to utilize the system, whether in person or remote, statutorily mandated exam fees will be transferred to DOS, and the vendor’s additional fee for using its system will be entirely retained by the vendor. This solicitation of interest serves to determine if this structure is feasible and acceptable to potential proposers. Communications are only accepted via email, or in writing, and must be submitted by June 30, 2025.
