The Ministry of Health is inviting proposals for a health economic modelling consultant to evaluate the cost effectiveness and health impact of clinically effective prevention services for potential inclusion in the Lifetime Prevention Schedule (LPS). The consultant will be responsible for projecting the Quality Adjusted Life Years (QALYs) gained by the British Columbia population from these services and calculating the associated cost per QALY to the province, using the most recent local data and costs. Key deliverables include thorough documentation of methodologies, data, and projections, with findings to be published in annual technical reports. The results will be reviewed and endorsed by the Lifetime Prevention Schedule Expert Committee (LPSEC), which oversees the modelling process and provides evidence-based recommendations on prevention policy and services to the government. The contract term is expected to run from April 1, 2026, to March 31, 2027, with an option for up to two additional one-year extensions at the Ministry’s discretion. The initial budget for this work is $120,000. The contractor will perform their duties remotely, with meetings held virtually. It is essential that the consultant employ methodologies consistent with prior LPS analyses to maintain continuity and validity in the evaluations. Supporting documents and methodological references from previous LPS work are available online to guide the consultant’s approach.
