AI Contract Overview
The contract is for a single handheld diagnostic examination light unit, identified by NSN 6530-00-480-8286, designed for medical use in detecting eye injuries such as foreign objects, abrasions, lacerations, and ulcerations. The unit features a rectangular housing measuring approximately 7 inches by 5.5 inches by 2.5 inches, containing sockets for four lamps—two cool white fluorescent and two ultraviolet—along with an on-off switch, a 3-power magnifying lens, and a 6-inch handle. It operates on 115 volts AC at 50/60 Hz and includes a 6-foot, three-conductor power cord with a Burton-type three-prong male plug rated at 16 watts. Delivery is required within five days after award to the designated location at USS LOUIS H. WILSON JR, Naval Shipyards, West Bath, Maine, 04530, under FOB destination terms, meaning the contractor bears all costs and risks until the item reaches the destination. Packaging and marking must comply strictly with Medical Marking Standard No. 1, which replaces all references to MIL-STD-129 for medical items, and units must be sealed within protective containers to prevent damage or breakage, then placed in commercial shipping containers suitable for safe transport at the lowest carriage rate. Palletization follows DLA Packaging Requirements for Procurement (RP001), and hazardous materials, if any, must be labeled in accordance with 29 CFR 1910.1200. The contract incorporates multiple FAR and DFARS clauses mandating compliance with cybersecurity standards including NIST SP 800-171 for safeguarding covered defense information, cyber incident reporting within 72 hours, and a Supplier Performance Risk System (SPRS) assessment. Other required clauses cover equal opportunity, human trafficking prevention, employment eligibility verification, sustainable products, radioactive material notification, and restrictions on foreign acquisitions under the Buy American Act and Trade Agreements Act. The contract type is not specified but is assumed to be firm-fixed-price based on the use of simplified acquisition procedures. Invoicing must be conducted through Wide Area WorkFlow, and the contractor must be registered in SAM, with a valid UEI and CAGE code. Acceptance is performed by the government at the destination, and all technical requirements are governed by the DLA Master List of Technical and Quality Requirements.
