This contract, solicitation number SPE4A6-26-T-18CD, is issued by the Department of Defense, specifically the DLA ASC Commodities Division, for the procurement of 18 marine navigational lights (NSN 6220-01-189-1372). The procurement is conducted under simplified acquisition procedures, with a submission deadline of August 24, 2026, via the DLA Internet Bid Board System. The items are designated as critical application items and must be delivered to the DLA Distribution facility in New Cumberland, Pennsylvania. While the official contract type is to be determined at award, the structure suggests a Firm-Fixed-Price arrangement. Delivery is expected within approximately 171 days of issuance, with an estimated requirement date in early 2027. The contract imposes rigorous technical, quality, and safety standards. Suppliers must adhere to the DLA Master List of Technical and Quality Requirements and comply with specific packaging standards under MIL-STD-2073-1E and RP001. Marking requirements are strictly governed by MIL-STD-129, including specific "Fragile" labeling and bar-coding for logistics tracking. Quality assurance involves stringent sampling methods such as MIL-STD-1916 or ASQ H1331, with acceptance requiring zero non-conformances in sample lots. Furthermore, the contract includes heavy emphasis on hazardous material management; any mercury-containing components must meet NAVSEA 5100-003D containment standards, and all hazardous materials must be identified with compliant Safety Data Sheets (SDS) prior to award. Compliance with various federal and defense regulations, including cybersecurity safeguarding and environmental protections, is mandatory for all performers.
