AI Contract Overview
The Defense Logistics Agency (DLA) is issuing a draft RFP, SPE4AX26R0018, to gather industry feedback on the Generation I Lighting and Electrical acquisition effort, with the goal of informing its final procurement strategy. This is a 100% 8(a) small business set-aside under NAICS code 335999, targeting long-term indefinite-delivery, indefinite-quantity contracts to replace fragmented transactional procurements and ensure sustained supply of lighting and electrical components for military and non-military customers. The solicitation seeks contractors to supply NSNs under Federal Supply Groups 62 and 59, with a required 4-year base period and two 3-year option periods. Offerors must price at least 25% of the total market basket NSNs and comply with stringent packaging standards, including MIL-PRF-81705 for ESD/EMI protection using only qualified materials and certified workstations, while marking all items in accordance with MIL-STD-130 with specific identifiers including the NSN, CAGE codes, manufacturing date, and “FOR MILITARY USE ONLY” text. Proposals are evaluated through a performance-price trade-off process where Technical Acceptability and Cyber Security are pass/fail thresholds—failure in either results in immediate exclusion. Offerors must submit six volumes via the Procurement Integrated Enterprise Environment, including documentation proving ISO 9001:2015 certification, a technical approach, cyber security compliance with NIST SP 800-171 and DFARS 252.204-7012/7019/7020/7021, past performance data, and pricing submitted in both PDF and Excel format, all within strict page limits. Cybersecurity requirements are non-negotiable, including mandatory reporting of cyber incidents within 72 hours, flow-down obligations to subcontractors, and potential cloud service provider compliance with FedRAMP Moderate. Inspection occurs at the source for first article and production testing, while final acceptance is at destination under FOB Destination terms. All submissions must comply with Buy American and other federal regulations, and offerors must provide their UEI and CAGE code along with socioeconomic certifications as a small business, with additional disclosures required for prior legal actions, covered telecommunications equipment, or nonmanufacturer status. The final award will be based on the highest-rated technical and past performance proposal that offers the best value, not
