FY 26 Broad Agency Announcement (BAA) - Federal Railroad Administration
Solicitation # 693JJ626R000001
The Federal Railroad Administration (FRA) has issued Broad Agency Announcement (BAA) 693JJ626R000001 to solicit applied research projects aimed at improving rail safety and efficiency. The scope of work is divided into three primary research areas: Track, Rolling Stock and Equipment, and Train Control and Communications. This is an open competition welcoming innovators, academics, and subject matter experts to submit concept papers on a rolling basis. If a concept paper is approved, the contractor may be invited to submit a full proposal. The window for submissions remains open until September 30, 2027, though the FRA may remove specific research topics as they are filled. Awards may be structured as firm-fixed-price, cost-reimbursable, or hybrid contracts. The evaluation process is two-phased, with technical merit serving as the most significant factor, followed by cost and past performance. Successful contractors must adhere to strict reporting requirements, including the submission of monthly or quarterly progress reports and final technical reports, with all deliverables due 30 days before the end of the performance period. Administrative compliance includes electronic invoicing via the DELPHI system and adherence to various FAR clauses regarding telecommunications security, data rights, and contractor ethics.

STAR-FISH CALL 017 - Secure By Design
Solicitation # FA945326XA001
The Air Force Research Laboratory, Space Vehicles Directorate, is soliciting white papers under CALL 017 of the Space Technology Advanced Research - Fast-tracking Innovative Software and Hardware (STAR-FISH) program. This effort, titled Secure by Design Space Vehicle (SDSV), aims to mitigate cyber threats to critical national space missions, including PNT, MW/MT, ISR, and SATCOM, by developing a comprehensive cyber-hardened space vehicle system. The scope of work involves the research, design, and demonstration of a hardware-based flat-sat and a corresponding cyber range targeting P-LEO missions. Key objectives include the integration of cyber-hardened flight software, the development of cyber detection and recovery courses of action, and the execution of both ground-based and live on-orbit experimentation. This is a two-step procurement process requiring an initial unclassified white paper and a rough order of magnitude cost estimate, due by 1600 MST on November 13, 2026. Selected offerors will then be invited to submit full proposals. The government anticipates awarding multiple Cost Plus Fixed Fee (CPFF) contracts with a total funding profile of 14 million dollars distributed from FY2027 through FY2030. Awards will include a base period and two option periods. Evaluation will be based on a weight of scientific evidence approach, prioritizing technical merit and relevance to DOD missions over cost realism. Offerors must maintain an approved accounting system per FAR 16.301-3 and provide a detailed organizational conflict of interest analysis. Security requirements range from CUI to Secret, and all payment requests must be processed through the Wide Area WorkFlow system.

Aircraft Defensive Electro-optical Protection Technologies (ADEPT)
Solicitation # FA2377-26-R-B011
The Aircraft Defensive Electro-optical Protection Technologies (ADEPT) program, solicitation FA2377-26-R-B011, is a one-step solicitation issued by the Air Force Research Laboratory (AFRL) under the Multi-Spectrum Defensive Electronic Warfare (MSDEW) Basic ARA. With a total estimated value of 74,633,000.00 USD, the program seeks to develop pre-emptive and reactive countermeasure solutions in the electro-optical spectrum, including directed energy and expendable solutions, to protect U.S. aircraft and aircrew in contested environments. The effort is divided into two technical areas: Hardware and Executable Analysis of Threats (HEAT), which focuses on the exploitation of foreign EO-guided threat hardware and software, and Advanced Countermeasure Engineering (ACE), which provides scientific and engineering support for threat characterization and digital model development. Proposals are due by November 9, 2026, and must be submitted via a DoD SAFE link, for which requests must be made by November 6, 2026. Submissions must include separate technical/management and cost/business volumes for each technical area. Technical proposal page limits are 15 pages for Technical Area 1 and 20 pages for Technical Area 2, with a 10-page limit for the Statement of Work. Awards will be based on a Peer or Scientific Review evaluating technical understanding, approach, potential to advance the state of the art, and transition potential, with cost realism serving as a second-order priority. The contract utilizes a Cost Plus Fixed Fee arrangement for experimentation and evaluation, with performance primarily located at Wright Patterson AFB, Ohio. Offerors must meet CMMC Level 2 (Self) compliance and adhere to strict Controlled Unclassified Information (CUI) handling requirements.

AI Contract Overview

The contract outlines a limited competition funding opportunity issued by the National Institutes of Health (NIH) targeting current award recipients interested in renewing critical components of the Adolescent Brain Cognitive Development (ABCD) study. Specifically, the funding invites applications for two U24 cooperative agreements to support the renewal of the Research Coordinating Center (CC) and the Data Analysis, Informatics, and Resource Center (DAIRC) to extend the longitudinal study of adolescent brain development into young adulthood. These extensions are imperative for assessing key outcomes such as substance use disorders, mental health disorders, chronic diseases, and related health conditions during emerging adulthood. The ABCD-Extended (ABCD-E) study Consortium is structured around three interconnected elements: a network of linked Research Project Sites, a centralized Data Analysis, Informatics, and Resource Center, and a single overall Coordinating Center. This solicitation runs in parallel with a companion notice seeking applications for the research project sites component. Throughout the funding period, awardees are expected to collaborate closely with NIH scientific staff to facilitate project coordination and execution. The opportunity excludes clinical trials, follows NIH’s standard peer review for merit-based selection, and maintains a submission deadline of July 9, 2026. Interested applicants can contact NIH via the provided communication channels for additional information.

Full Description

This is a notice of funding opportunity (NOFO) for a Limited Competition that will invite applications from eligible organizations to apply. Please see Section III. Eligibility for additional information. In accordance with the National Institutes of Health (NIH) standard peer-review processes, the applications will be peer-reviewed, and only meritorious applications will be considered for funding. Only current award recipients will be eligible to apply. This NOFO seeks two separate U24 applications to renew the Adolescent Brian Cognitive Development (ABCD) Research Coordinating Center (CC) and the Data Analysis Informatics and Resource Center (DAIRC) to extend study visits into young adulthood. This renewal called Adolescent Brain Cognitive Development – Extended (ABCD-E) study is critical to be able to follow these youth through their emerging adulthood, when many of the outcomes of interest (e.g., substance use disorders, mental health disorders, chronic diseases, and other health conditions) will manifest. The structure of the ABCD-E study Consortium shall consist of three highly integrated components: (1) a set of linked Research Project Sites, (2) a single central Data Analysis, Informatics, and Resource Center, and (3) a single overall Coordinating Center. As such, this NOFO runs in parallel with a companion NOFO that solicits applications for research project sites (RFA-DA-27-002). It is expected that investigators, upon funding, will work jointly with NIH scientific staff to assist, guide, coordinate, or participate in project activities.
