Solicitation SPEA47-26-Q-1087, issued by DLA Aviation, seeks quotations for four radio frequency limiter units under NSN 1430-01-224-2273. The procurement is categorized as measuring and test equipment and requires adherence to ISO 9001:2015 quality standards. Key deliverables include the supply of the units and the completion of First Article Testing using the DI-NDTI-80809B report format. The government will determine the best value based on a comparative assessment of price and non-price factors, with past performance, specifically SPRS assessments and historical quality and delivery compliance, weighted more heavily than quoted delivery. The contract contains stringent regulatory and technical requirements, including export controls under ITAR and EAR, necessitating an approved US/Canada Joint Certification Program certification for access to technical data. Packaging and marking must comply with RP001, MIL-STD-129, and MIL-STD-130, with specific requirements for unique item identification and machine-readable labeling. Cybersecurity compliance is mandatory per DFARS 252.204-7021 and CMMC Level 2 requirements. Inspection will be conducted at the source, while acceptance and FOB terms are designated as destination, although some conflicting origin terms appear in the documentation. Quotations are due by September 10, 2026, and must remain valid for 90 days.
