Collective Storm Drainage Improvement Project (SDIP) – Series W.

The City of Charlotte is soliciting bids for the rehabilitation and repair of high-hazard dam discharge infrastructure, under drains, and storm drainage systems at Linda Lake and Oakwood Dams in North Carolina, with an estimated project cost of $426,213.00. The solicitation, identified as FY27-ITBCon-13, was posted on June 18, 2026, and bids are due by July 16, 2026, at 10:00 AM local time. Work encompasses a comprehensive scope including site preparation with mobilization, comprehensive grading, erosion control, and traffic control; installation of FRP ladder systems and guardrails; repair and replacement of safety rail and existing guardrail; installation of 15-inch CIPP liner, injection grouting, spillway joint repairs, and 15-inch reinforced concrete culverts; dam embankment excavation and fill with topsoil restoration; dewatering of ponds; installation of HDPE siphon systems, eccentric plug valves, check valves, suction strainers, underdrain pipes, and special stilling basins; drainage ditch excavation; riprap installation across multiple classes; and 6-inch concrete driveways. Bidding documents are obtainable through Richa Graphics and must be submitted in accordance with the Invitation to Bid, explicitly excluding portal submissions. The project requires strict adherence to the City's MWSBE participation goal of 5%, with non-compliant bidders granted a 24-hour window post-open to submit a finalized CBI Utilization Form (CBI Form 3) to meet the requirement; no changes or removals of listed firms are permitted after initial submission unless justified under Section 5 of the CBI Administrative Procedures Manual, and MWSBE prime contractors claiming self-performance must submit a Letter of Intent. Bid security must comply with Article 8 of the Instructions to Bidders, and all proposals are subject to rejection at the City’s discretion.
