Linda Vista and Comstock Intersection Upgrade

The City of San Diego is soliciting bids for a major traffic signal modernization and reconstruction project at the intersection of Comstock Street and Linda Vista Road, identified by solicitation number 20260710007 and bid number L-27-2463-DBB-2-A. The scope of work includes upgrading existing traffic signal poles, electrical conduits, and control systems, as well as modifying curb ramps to meet Americans with Disabilities Act (ADA) accessibility requirements. All work must comply with the City's Notice Inviting Bids and Plans numbered 0102138-01-D through 0102138-06-D, as well as the Standard Specifications for Public Works Construction known as the GREENBOOK and WHITEBOOK. The project must be completed within 183 working days and is subject to performance evaluation across seven critical factors: contract administration, compliance with contract documents, construction workmanship, safety, stormwater and BMP compliance, cooperation and public outreach, and subcontracting management. Safety and stormwater compliance are treated as high-risk threshold items, with serious deficiencies in either potentially resulting in an unsatisfactory overall rating regardless of performance in other areas. The contract is structured as a lump sum with unit price provisions and will be awarded through a trade-off process that considers technical merit, risk, and overall performance alongside price, allowing selection of a non-lowest bidder based on superior qualifications. Bidders must comply with local ordinances including the City’s Equal Protection Ordinance and Data Privacy requirements, and must certify that all subcontractors adhere to these same obligations. Subcontractor participation reporting is mandatory for any firm receiving over $10,000 or 0.5% of the bid amount, and SLBE/ELBE participation may qualify for financial discounts up to 5%. Proposals must be submitted electronically via the PlanetBids portal by August 11, 2026, at 2:00 PM local time, and include mandatory certifications regarding debarment, suspended status, pending discrimination actions, business interests, and compliance with city business tax requirements. All materials must be inspected at source per the WHITEBOOK, and final acceptance occurs at the job site under the authority of the City’s Resident Engineer. Contractors are also required to submit an affidavit of disposal for all debris and surplus materials upon project completion.
