NOTICE OF INTENT The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Velmex, Inc. located in Bloomfield, NY on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for Linear Positioners. The Radio Frequency Fields Group requires Velmex BiSlide 30 and 50 travel linear positioners, 0.1 inch per revolution, with Vexta Type 23T2 and 34T1, Single Shaft Stepper Motors and Programmable Stepper-motor Controllers that are compatible with existing NIST automation software. Specific Requirements are as follows: Item 1: 30 Linear Positioning Stage Quantity: 3 EA Specifications: 1.1 Velmex BiSlide 30 travel, 0.1 inch per revolution, MN10-0300-E01-21. (3 ea) 1.2 Vexta Type 23T2, Single Shaft Stepper Motors, PK266-03A-P1 (3 ea) 1.3 VXM-2 Control, 2 axis programmable stepping motor control, 1 motor at a time, w/ DT60PW240P (1 ea) 1.4 4-2122 Buss Cable for control of 2nd VXM Control (1 ea) 1.5 MC-2 Cleat, 2- hole BiSlide (24 ea) 1.6 MB-1 BiSlide Bolt 1/4-20x3/4" Socket cap screw (5 ea of 10 pack) Item 2: 50 Linear Positioning Stage Quantity: 3 EA Specifications: 2.1 Velmex BiSlide 50 travel, 0.1 inch per revolution, MN10-0500-E01-31 (3 ea) 2.2 Vexta Type 34T1, Single Shaft Stepper Motor (3/8), PK296-03AA-A6-3/8, (3 ea) 2.3 VXM-2 Control, 2 axis programmable stepping motor control, 1 motor at a time, w/ DT60PW240P (1 ea) 2.4 4-2122 Buss Cable for control of 2nd VXM Control (1 ea) 2.5 MC-2 Cleat, 2 hole BiSlide (48 ea) 2.6 MB-1 BiSlide Bolt 1/4-20x3/4" Socket cap screw (10 ea of 10 pack) This shall be provided and accomplished in accordance with these specifications. NAICS Code is 334419 - Other Electronic Component Manufacturing, with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Velmex, Inc. for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued 4th Quarter of FY22. JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION: Market research resulted in Velmex, Inc. being the only vendor to provide Velmex BiSlide 30 and 50 travel linear positioners, 0.1 inch per revolution, with Vexta Type 23T2 and 34T1, Single Shaft Stepper Motors and Programmable Stepper-motor Controllers that are compatible with existing NIST automation software consistent with the technical specification requirements provided herein. To support a funded NIST project in which two similar hybrid chambers are characterized at NIST Boulder and one is shipped to NIST Gaithersburg, NIST requires linear positioners with mechanical and electrical performance specifications identical to existing linear positioners. To accomplish this, the linear positioners must be of identical make and model as the existing positioners: Velmex BiSlide 30 and 50 travel, 0.1 inch per revolution, with Vexta Type 23T2 and 34T1, Single Shaft Stepper Motors and Programmable Stepper-motor Controllers that are compatible with existing NIST automation software.
