Link-16 Environment Gateway Stimulator (LEGS) Software Update Subscription

THIS IS A NOTICE OF CONTRACT ACTION (NOCA); THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO NOTIFY INDUSTRY OF THE USAF'S INTENT OF CONTRACT ACTION AND POSSIBLY GAIN KNOWLEDGE OF OTHER POTENTIALLY QUALIFIED SOURCED AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The 412 Test Wing, Eng. Support, Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price Contract to ViaSat, Inc., 6155 El Camino Real, Carlsbad, CA 92009. This acquisition falls under Federal Acquisition Regulation (FAR) Part 12 "Commercial Services." The contract will consist of the purchase of Link-16 Environment Gateway Stimulator (LEGS) Software Update Subscription for 9 licenses. Any qualified and interested companies responding to this announcement must be able to support all areas. NO partial support responses from industry will be accepted. The Government is seeking only, qualified, experienced sources interested in performing the services. Briefly, the service contract will consist of the following: Software licenses and annual maintenance service of the LEGS software supporting terminal maintenance and troubleshooting, and Link-16 system performance measurement and evaluation located at Edwards AFB (EAFB), CA. Software and maintenance shall be in accordance with software guidelines. The Government is requesting that interested concerns feeling they can fully support this requirement, furnish the following information: (1) Company name, address, point of contact, telephone number and e-mail address. (2) Type of business, i.e., small, small disadvantaged, woman-owned, HubZone, serviced-disabled veteran-owned small business, large business, etc. under North American Industry Classification System (NAICS) 511210 which contain Small Business size standard of $25M. (3) Under which NAICS does your company usually perform all the services identified in the attached Performance Work Statement (PWS). Please include the rationale for your answer. (4) Provide no more than three (3) references for no more than three (3) of the most recent and relevant contracts directly relating the products listed, performed within the last three (3) years. Include name, address, telephone number and e-mail address of references. Also, provide a brief description of the work performed and products provided, contract number, total contract value, and period of performance. Any interested parties believing they can meet all the requirements listed above, may submit a response. All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement.
