Little Goose Unit 5 Upper Bearing Bracket Replacement Request for Information/Sources Sought Announcement: W912EF-19-R-SN02 The US Army Corps of Engineers, Walla Walla District intends to issue an out-of-scope modification to an existing contract under authority 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements to Alstom Renewable US LLC. This Request for Information/Sources Sought announcement is being issued as required by Defense Federal Acquisition Regulation Supplement (DFARS), Procedures, Guidance, and Information (PGI) 206.302-1(d). The modification is for replacement of a damaged Upper Bearing Bracket for Unit 5 at Little Goose Lock & Dam near Starbuck, Washington. Summary of Scope of Work: Unit 5 at Little Goose Lock & Dam is currently out of service due to excessive vibrations and cracks on the rotor spider and upper bearing bracket. Contract No. W912EF-17-C-0024 was awarded to Alstom Renewable US LLC to repair the rotor spider and upper bearing bracket on Unit 5. The existing condition of the Upper Bearing Bracket is too damaged to repair. The work covered in this modification will include all design engineering, equipment, materials, fabrication, inspection, transportation, expertise, and labor required to replace the Upper Bearing Bracket. The upper bearing bracket is a 30 foot diameter steel structure that supports the weight of the hydroelectric rotating equipment. The new bracket must interface correctly with all existing equipment such as the thrust bearing assembly, guide bearing support and mounting locations. Modifications to the existing equipment will not be allowed. Design of the upper bearing bracket will include conducting a Finite Element Analysis (FEA) of the structure to determine the stresses involved during operation, in addition to a technical report to clearly detail all assumptions, boundary conditions, loads, stress/displacement results, calculations and recommendations. Analyze the existing bracket under normal and exceptional load conditions. Allowable stresses shall be determined by ASME BPVC SEC VIII D2 and the Contractor's internal criteria. The Contractor shall submit the Allowable Stresses that will be used during the analysis, and clearly document the values, standards used and any exceptions. Fabrication of the new upper bearing bracket will require submission of a Bracket Manufacturing Plan. The plan shall clearly detail the manufacturing processes and procedures from beginning to completion. At a minimum include the Objectives and Scope, Schedule, Fabrication Sequence, Manufacturing Processes' (Cutting, Machining, Welding, NDT, Heat Treatment, Distortion Control, etc.), Inspection Requirements, and Painting. Provide transportation and necessary materials for shipping of the new bearing bracket to Little Goose Dam. Machined surfaces shall be thoroughly cleaned of foreign matter, oil and grease and shall be protected by a cosmoline type rust inhibiting compound before shipping. Provide all labor to unload the bracket. Powerhouse bridge crane will be available when scheduled before arrival. The original Upper Bearing Bracket was manufactured by General Electric. The modification will include the requirement for the contractor to be responsible for establishing and managing an effective Contractor Quality Control (CQC) System that will require the development and submission of a comprehensive project specific CQC Plan for Government acceptance. A CQC System Manager employed by the prime contractor shall be required to be on-site for each shift of the Contractor's operations. The CQC System Manager must possess a minimum of 5-years relevant experience in a supervisory or management position such as Quality Control Manager, Quality Assurance Manager, or Construction Manager directly involved in the management of construction quality at the project site. In addition, the CQC System Manager shall have completed the course entitled "Construction Quality Management for Contractors" within the last 5-years. The Contractor will be required to use the Government-furnished Construction Contractor Module (referred to as QCS) of the Resident Management System (RMS) to record, maintain, and submit various information throughout the contract period. QCS is a Windows-based program that can be run on a stand-alone personal computer or on a network. This notice is not a request for competitive proposal.
