The City of Cincinnati, through the Metropolitan Sewer District of Greater Cincinnati (MSDGC), is soliciting professional engineering and consulting services for the Little Miami Interceptor Sluice Gate Replacement and Relocation project. The project aims to address critical safety and operational failures of an 80-year-old regulator structure and its 72-inch sluice gate, which has suffered from severe corrosion and sealing issues. The scope of work includes the demolition and reconstruction of the top slab and integral beam, upgrading hatches to current MSD standards, installing perimeter security fencing, and constructing a new dedicated access drive. Additionally, the project requires upgrading the gate to an electric, remotely controlled actuator with telemetry and SCADA integration, all while coordinating with the Little Miami WWTP Flood Emergency Response Plan. The procurement process is based on a scoring system where Project Approach and Management accounts for 25%, SBE Participation for 20%, and Overall Qualifications for 15%. The total project cost is estimated at 914,400 dollars, with a potential range between 457,200 and 1,828,800 dollars. Proposals must be submitted electronically via the Bonfire portal by September 29, 2026. Selected consultants must adhere to strict insurance requirements, including 1,000,000 dollars in professional liability and 2,000,000 dollars in aggregate general liability. The contract is expected to be awarded by January 20, 2026, with compensation based on time and materials and invoicing managed through the MSDGC PMIS.

Full Description

The Little Miami Interceptor regulator structure and 72” sluice gate are over 80 years old, and the gate is in poor condition. The gate has corroded and does not seal properly. Not only is this a safety issue but also limits the ability to manage system hydraulics during high-flow conditions. This increases the risk of sewer overflows and flooding in low-lying areas near the Little Miami WWTP. The project is to address the gate condition, operation issues, and regulator chamber safety concerns.
