FY 23 Civil Works/Indefinite-Delivery Indefinite-Quantity (IDIQ) Little Rock AFB, AR This is a pre-solicitation notice for FA446023R0002, which had a sources sought notice posted on SAM.gov on 13 Sep 2021 under, �Little Rock AFB Civil Works Contract� (Notice ID: LRAFBCivilWorks). See also sources sought notice posted on SAM.gov on 3 Nov 2022 under �Little Rock AFB Civil Works Contract� (Notice ID: LRAFBCivilWorks1). The 19th Contracting Squadron is seeking responsible contractors interested in providing Civil Works support to Little Rock AFB, AR. This requirement is 100% set-aside for HUBZone Small Businesses in accordance with (IAW) the procedures at FAR 19.1305(b). The applicable North American Industry Classification System (NAICS) Code is 237310. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. The contractor shall provide all design, plant, labor, materials, and equipment necessary to fully meet all requirements of the construction specifications, construction drawings, and all other contract documents. The principal features of the work shall consist of, but are not limited to, the following: - GIS and As-Built Drawings - SWPPP implementation to LRAFB and ADEQ Standards - Demolition of Concrete, Asphalt and Various Structures - Concrete Work - Architectural Barriers Act (ABA) Ramps, Handrails, and Site Work - Exterior Electrical Lighting, Service and Feeders - Site Work � Excavation to Grade, Grading, Compacting, Various Materials, Clearing & Grubbing, Selective Tree Cutting, and Demolition - Landscape Establishment � Topsoil, Trees, Sodding, Seeding - Concrete Joint Sealant - Asphalt Maintenance � Crack Sealant, Rejuvenation, Slurry Seal - Bollard Installation various types including lighted - Water and Gas Utility Line Adjustments - Valve, Meter, Hydrants Adjustments - Arkansas Highway and Transportation Department (AHTD) Standards Roadway Construction - Asphalt Construction - Asphalt Cold Milling - Roadway Maintenance of Traffic and Traffic Control Devices - LRAFB, AHTD, and Federal Highway Administration (FHWA) Pavement Markings and Signage - Culvert Installation, Modifications, and Safety End Sections - Drop Inlet, Curb Inlet, Junction Box Repair, Adjustments, Installations and Modifications, - Underdrain Installation - Concrete Steps - Concrete sidewalks - Traffic Detection Loop Installation and Repair The above is a general outline of the principal features that shall be required with the contract. The upcoming solicitation will be a Request for Proposal (RFP). Proposals will be evaluated using the tradeoff process without technical evaluation. Contract award will be made based upon best value to the Government. The Government reserves the right to award a contract to other than the offeror with the lowest priced offer. The acquisition will result in the award of one (1) Firm Fixed-Priced Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract. Work will be accomplished under task orders issued against the resulting IDIQ on an as-needed basis. The base period will be for twelve (12) months and each of the four (4) following options periods will be for twelve (12) months. An option period may be exercised when the preceding performance period expires or when the maximum quantity for the base period or preceding option period has been exhausted or nearly exhausted. The Government does not guarantee that any option period will be exercised. The contract rates for the base period shall begin on the date of the contract award and shall continue for the duration of the performance period or until the upcoming option period is exercised. The contractor shall maintain an office on Little Rock AFB or within 20 miles of Little Rock AFB in order to receive work requests and other related requirements to accomplish each task order. The NAICS for this acquisition is 237310 with a size standard of $45,000,000.00. The solicitation is expected to be issued on/about 28 Jun 2023. The Government reserves the right not to award a project at the time of award of any award potential contract. There will be no paper copies of the solicitation distributed.
