Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

Services are provided in support of the Lockheed Martin FREEDOM variant of the LCS program until a different combat system is installed and back fit onto all Lockheed Martin FREEDOM variant hulls. NSWC PHD is the Navy's In-Service Engineering Agent for LCS Combat Systems. The contract Period of Performance is from May 2016 through May 2021. Currently Lockheed Martin Corp. is performing these services under Contract N00024-12-G-4329. The period of performance of the contract will expire by May 2016. Lockheed Martin is the sole manufacturer of the FREEDOM variant. The FREEDOM variant combat system consists of Component Based Total Ship System - 21st Century (COMBATSS-21), its interfaces, combat system elements, software applications, and the networking environment hardware. The sources sought notice was issued on the Federal Business Opportunity website on 19 August 2015, and only Lockheed Martin expressed an interest. In order to provide uninterrupted support services, a basic ordering agreement will be solicited and awarded to Lockheed Martin on a sole source basis. For the reasons above, NSWC PHD has no plans at this time to compete future contracts for the types of services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible. The circumstances surrounding the need to obtain the required services without providing full and open competition will be reviewed annually by the Procuring Contracting Officer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
