THIS IS A PRE-SOLICITATION ANNOUNCEMENT IS TO RAISE AWARENESS FOR POTENTIAL OFFERORS. THIS IS NOT A SOLICITATION FOR OFFERS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. THIS IS NOT A REQUEST FOR QUOTES AND DOES NOT BIND THE GOVERNMENT TO AWARD ANY CONTRACT.
The Department of Veterans Affairs, Office of Suicide Prevention, intends to procure cable-style gun locks with Veterans Crisis Line (VCL) branding in support of lethal means safety and secure firearm storage. The estimated total quantity is 2,100,000 units, delivered in truckload installments over a 12-month period of performance to the VA Hines Health Care Depot, Hines, IL.
The applicable North American Industry Classification System (NAICS) is 332510 – Hardware Manufacturing with the size standard of 750 employees.
Each unit consists of a 15" heavy-duty steel cable gun lock with a composite body and red vinyl coating (target Pantone 1797), usable on handguns, rifles, and shotguns, and capable of preventing chambering, magazine loading, action engagement, and cylinder movement. Each lock includes two keys, a white VCL logo and phone-number imprint on both sides, an adhesive vinyl VCL crisis-support label affixed to the cable, a plastic VCL wallet card (3.375" x 2.125"), and use instructions, individually packaged and sealed. Locks must be California DOJ-approved, ASTM-compliant, and listed on both the Massachusetts approved firearm safety/locking devices list and the Maryland Approved Integrated Mechanical Safety Devices list.
The Government contemplates award of a single Firm-Fixed-Price contract. This is a commercial products acquisition under FAR Part 12. Anticipated period of performance is September 30, 2026, through September 29, 2027.
The Government anticipates an award using lowest-price technically acceptable (LPTA) source selection procedures. The Government intends to award to the responsible offeror submitting the lowest-priced offer determined to be technically acceptable and conforming to the solicitation requirements. The anticipated award date is September 30, 2026.
