AI Contract Overview

The National Institute of Standards and Technology (NIST) is conducting market research to identify commercial sources capable of supplying specialized stainless steel load cell washers for structural testing of full-scale precast concrete beam-column connections. These load cells are critical to simulating earthquake forces in experiments aimed at evaluating the performance of novel connection designs previously proven effective against disproportionate collapse under static pushdown testing. The requirement specifies six units with strict technical parameters: an inner hole diameter between 2.5 and 3 inches, an outer diameter under 6 inches, a height under 6 inches, a minimum compressive capacity of 225 kip (1000 kN), an integral 9-foot electrical cable, stainless steel construction, IP67 ingress protection, and an excitation voltage range of 2 to 12 VDC. All responses must avoid proprietary details and include only the company’s contact information, Unique Entity ID, product specifications, manufacturing origin, reseller status, business size classification, and standard terms of sale. NIST is seeking input from industry to assess existing market capabilities, validate the technical specifications, and potentially identify more competitive or cost-effective alternatives. Respondents are asked to indicate whether the requested equipment is manufactured in the United States or elsewhere, and to suggest alternative NAICS codes if the listed code 334519 is deemed inappropriate. Companies must also outline delivery timelines, warranty terms, and any existing federal contract vehicles under which the equipment is available, such as Federal Supply Schedules. Responses are limited to three pages and must be submitted electronically by May 22, 2026, to the designated points of contact. This sources sought notice is purely for research purposes and does not constitute a solicitation, commitment to award, or obligation to pay for information received. All submitted data may be used legally by NIST to inform future procurement decisions, and respondents are cautioned that no feedback or receipt acknowledgment will be provided. The results of this research may lead to a formal solicitation published on SAM.gov or eBuy.

Full Description

The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial equipment/services that satisfy the Government’s anticipated needs.

BACKGROUND

The Structures Group in the Engineering Laboratory at the National Institute of Standards and Technology (NIST) performs research to enhance the ability of structures in the United States to 1) resist damage from various hazards (e.g., blast, wind, and seismic hazards) and 2) recover from and adapt to hazards that result in damage. To this end, the Structures Group is expanding upon a recently completed experimental research effort that focused on mitigating disproportionate collapse of buildings in the United States. The final phase of that effort involved experimentally testing precast concrete beam-column connection assemblies produced at 5/8 scale and that featured novel connection concepts developed by NIST researchers in collaboration with an industry review committee of Precast/Prestressed Concrete Institute (PCI) members. These assemblies were subjected to static pushdown testing that simulated a column-removal scenario for disproportionate collapse applications. The test results showed that the connection concepts were viable for use in precast concrete construction to achieve robust performance against disproportionate collapse.

The current experimental research effort involves structural testing of full-scale precast concrete beam-column connection assemblies under forces that simulate those imposed by earthquakes. The assemblies will feature the previously tested connection concepts to establish whether these connections can perform adequately under various hazards acting asynchronously.
