The Local Government Records Management Improvement Fund (LGRMIF) grants program, administered by the NYS Department of Education, offers competitive funding to support local governments in establishing or enhancing their records management programs. Funded through fees collected by county clerks and the NYC Register, the annual grant amount varies based on document recordings and court index assignments. The primary goal is to assist local governments in developing sustainable records management practices, with an emphasis on compliance with the 1987 Local Government Records Law, which mandates the designation of Records Management Officers and the development of records programs. While the grants provide initial support, local governments are expected to assume ongoing responsibility for their records management efforts. Applications must be submitted electronically by March 31, 2025, with paper signature forms and MWBE documentation postmarked by the same date. The program encourages participation from a broad range of NYS counties and entities, including various city, town, village, and district agencies, with a total MWBE participation goal of 30%. The contract size ranges from one to five million dollars and is set for a one-year period. Questions regarding the application process should be directed to the provided contact email before February 28, 2025. Full Description

The Local Government Records Management Improvement Fund (LGRMIF) grants program provides funds to help local governments establish records management programs or develop new program components. It is a competitive program, awarding grants based on the merits of applications. The LGRMIF, created in 1989, is derived from fees collected by county clerks and the New York City Register for the recording of selected documents and for the assignment by county clerks of index numbers for certain court cases. The amount of grant funding available each year depends on the number of documents recorded and index numbers assigned that year.    The purpose of LGRMIF grants is not to support local government records management programs indefinitely. Local governments are expected to assume primary responsibility for ongoing support of their programs by providing the resources to manage their records on a continuing basis. This is consistent with the 1987 Local Government Records Law (Article 57-A, Arts and Cultural Affairs Law), which requires most local governments to designate a Records Management Officer (RMO) and to develop a records management program.    Grant applications must be submitted electronically before 5:00 pm on March 31, 2025. Also, the paper signature forms required for all applications must be postmarked by this date and necessary M/WBE documents should be submitted. Eligibility requirements, application instructions and other information available at LGRMIF grant website.
