Local Highway Safety Improvement Program (HSIP) City-Wide Traffic Signal Communication System Upgrades Project

The City of Escondido is seeking bids for the Local Highway Safety Improvement Program (HSIP) City-Wide Traffic Signal Communication System Upgrades Project, which requires the furnishing, packaging, and delivery of specific telecommunications and network equipment to its Public Works Administration Building at 475 N. Spruce St., Escondido, CA 92025. The required equipment includes Cradlepoint cellular routers and power supplies, Actelis managed Ethernet switches, network-capable PDUs, Panorama 4x4 MIMO antennas, and Cat-5E shielded cables, all of which must conform to detailed technical specifications referencing Caltrans standards, the Greenbook, California MUTCD, and industry certifications such as UL Listing, MIL-STD-810G, and FCC compliance. Equipment substitutions are permitted only with prior written approval from the City’s Engineer, and all items must be delivered fully assembled and operational. The contract has an initial two-year term with the option for two additional one-year extensions, totaling up to four years, and includes the ability to place additional orders on an as-needed basis with delivery required within five working days of order placement. All equipment must be shipped FOB to the delivery location, with the contractor bearing full responsibility for packaging, preservation, and damage during transit, and the City retains the right to inspect goods both at the manufacturer’s facility and upon receipt.
