Lodging Agent Services for AMS Off-Base-Lodging

The 52d Contracting Squadron is soliciting integrated off-base lodging services for the 726 Air Mobility Squadron at Spangdahlem Air Base, Germany, to support transiting aircrews. The prime contractor is responsible for managing hotel agreements, reservations, crew placement, and payments, ensuring crew integrity, timely room access, and the protection of operational information. The government will award one contract based on a best-value determination, evaluating technical merit, past performance, and total evaluated price. The base period of performance runs from October 5 to December 31, 2026, with three monthly options extending through March 2027. Quoters may propose two pricing alternatives: Alternative A, which provides a continuous block of 200 rooms nightly, or Alternative B, which provides a 100-room core with additional surge capacity of up to 100 rooms per night. Requirements include hotels located within 40 minutes of the base, compliance with German building and safety laws, and adherence to GDPR and NATO Status of Forces Agreement tax-relief documents. Invoicing must be processed monthly in arrears via Wide Area WorkFlow in either USD or EUR. Technical evaluations will focus on capacity, crew rest standards, service recovery, and security, while past performance will be assessed based on similar multi-hotel coordination and supplier administration within the last three years.
