The USPFO for Texas intends to issue a solicitation to award an Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed-price (FFP) contract for services, non-personal, to furnish facilities, supervision, manage, generate reports, and labor to provide lodging accommodations for the period of time specified. The contractor shall provide services in accordance with accommodations with the terms, conditions, and specifications set forth in the performance work statement. Place of performance is Austin, TX & Houston, TX The contract duration is for one (1) base year and four (4) option years. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 561599, with a size standard of $20.5 million. This is a pre-solicitation notice and no questions will be answered prior to the issue of the solicitation. Solicitation is expected to be posted on/around late March 2019. Scope of Work Highlights: 1 The contractor must be capable of providing double and single occupancy units. All units shall be categorized as NON-SMOKING (Non-smoking room is defined as a room the hotel has set aside on a long-term basis for guests who do not smoke). All rooms must be clean, well maintained and free of odors. 2 Rooms access doors which lead directly to the outside areas are not preferred 3 The contractor's property and units shall be clean and in good repair. Rooms and their contents should not be at the end of its life cycle (worn or ragged). Each unit shall be fully furnished, and at a minimum, consist of: a) Bed(s) are to be of high quality and in good condition. They should have a sound base, sprung interior, and a modern comfortable zipped or entirely encased mattress to protect from bed bugs. b) Private bath and shower facilities, with hair dryers c) Central or individual heating and air-conditioning in each room d) Color television, to include basic cable e) Closet (defined as an enclosed wardrobe or clothes hanging space) f) Dresser/chest of drawers (minimum 3 drawers) g) Computer desk and chair (separate from dining table and chairs) h) Telephone service for local calls only. i) Iron and ironing board. j) Kitchenette with the following minimum requirements in each room: refrigerator, microwave, and adequate dining space (table and chairs) for consumption of meals. k) Safe (individual in room for storing valuables) l) Windows shall be provided with blackout lining, shades, or blinds. If drapes are provided, they must screen out the light. m) HIGH speed internet (wireless) n) Couch/loveseat or sitting chair 4 The contractor shall provide daily housekeeping (bed linen changed at least once a week). Many individuals will require daily housekeeping after 1600 hrs. A list of individuals requiring late housekeeping will be provided to the contractor by the on-site government representatives. 5 The cost of providing all utilities and miscellaneous services and supplies, shall be included in the set contract rate under the daily Per Diem rate. The following utilities will be included in this agreement: Water, Gas, Electricity, Basic Cable TV, High Speed Internet, Daily Housekeeping, Wastewater, Trash, Lawn Service and Local Phone (no long distance). 6 Manage Reservation Process Daily: a) Working with sub-contractors to allocate rooms b) 24/7 submit and change room reservations c) Manage/track all rosters of individuals by name and rooms by number d) Confirm all check-in and check-outs e) Provide weekly/monthly consolidated invoices for each reservation by name f) Unlimited cancellations/reservations without service fees g) Late departure or check-outs and late arrival or check-in without fees Interested offerors must be registered in SAM.
