The Long Branch Decommissioning project, solicitation number 1282MK18Q0011, was issued by the USDA Forest Service Rocky Mountain Regional Office for the demolition and removal of two buildings, specifically an administrative building and a barn/garage, located at the Long Branch Guard Station within the Gunnison Ranger District of Colorado. The project was designated as a total small business set-aside with an estimated value between 25,000 and 100,000 dollars. The scope of work required the contractor to complete all activities within 30 calendar days following the notice to proceed, with a designated construction window between May 1, 2018, and September 30, 2018. A critical component of the contract involved hazardous material abatement and site reclamation. Environmental surveys and toxicity reports identified the presence of asbestos-containing materials in vinyl flooring and lead-based paint that exceeded regulatory limits, classifying the building debris as hazardous waste. The contractor was responsible for the safe removal and disposal of these materials, as well as site seeding and reclamation. The procurement process included a pre-proposal meeting to clarify requirements regarding permits, soil removal, and bid bonds to ensure compliance with environmental and safety standards.
