On July 21, 2026, the Los Angeles County Board of Supervisors (Board), approved a proposed five-year lease and authorized the Chief Executive Officer (CEO) to execute the lease for a 16,488-square-foot medical space located at 1700 Zonal Avenue, Ste B, in Los Angeles. The lease is with Los Angeles Centers for Alcohol and Drug Abuse (L.A. CADA) for the operation of a residential withdrawal management facility that will support clients in stabilizing withdrawal symptoms and serve as a pathway to further treatment _services. L.A. CADA will offer a set of treatment interventions, as a short­-term residential facility, aimed at medical and clinical management, stabilization of acute intoxication, and withdrawal from alcohol and other substances. The Lease is within the scope of the development per the Final EIR dated, November 18, 2014, for the LAC+USC Medical Center Campus Master Plan (State Clearinghouse 2014051061 ). The Los Angeles County Board of Supervisors adopted Findings of Fact (Findings) and a Statement of Overriding Considerations (SOC) and a Mitigation Monitoring and Reporting Program (MMRP). On December 19, 2017, the Board certified the First Addendum to the EIR and approved a 64-bed Crisis Residential Care Center on the LAC+USC campus. The Second Addendum to the certified EIR further analyzed impacts of the revisions to the Campus Master Plan related to the Psychiatric Subacute Facility, Mental Health Urgent Care and Residential Withdrawal Management Facility and determined that none of the conditions that would require preparation of a subsequent EIR exist. The adopted findings, SOC and MMRP will continue to apply. Since the time of certification of the addendum, there have been no changes to the RWMF or to the circumstances under which the RWMF is undertaken that require further review or findings under CEQA. This NOD states that the County certified the Final EIR, adopted CEQA Findings of Fact, adopted a Mitigation Monitoring and Reporting Program (MMRP), and adopted a Statement of Overriding Considerations for significant environmental impacts that could not be fully mitigated. The filing further confirms that mitigation measures were incorporated into the project and that the environmental review documents are available for public review through Los Angeles County.
