Los Angeles World Airports Salesforce-Based eSourcing Solution (RAMP-LAWA)

Los Angeles World Airports (LAWA) is seeking a qualified implementer from the City's ITA Application and Cloud Professional Services Bench to design, develop, test, and deploy a native Salesforce-based eSourcing solution known as RAMP-LAWA. This new platform will replace the legacy Bonfire eSourcing application and is intended to manage the entire procurement cycle from electronic solicitation creation through bid submission and evaluation. A critical component of the system is its integration with the Regional Alliance Marketplace for Procurement (RAMPLA), which serves as the single source-of-record for vendor master data, including registration status, insurance, and certifications such as SBE, LBE, and DVBE. The solution must include a rules-based compliance engine to track essential documentation, including CEC Forms 50 and 55, non-collusion affidavits, and the Iran Contracting Act Affidavit. The selection process for solicitation CRM-2026-04-001 is based on a 100-point scale, with the highest weight placed on the qualifications and expertise of key personnel (30 points) and the firm's background and experience (25 points). Other factors include the fee and rate structure (15 points) and an interview (15 points). Proposers must provide a detailed staffing plan featuring a Project Manager, Salesforce Technical Lead Integration Architect, QA/Test Lead, and Training/Change Management Lead, all of whom must hold current Salesforce certifications. The project requires a proposed schedule and a detailed cost proposal aligned with the contractor's Master Agreement. Final acceptance of the system will be contingent upon formal user acceptance testing (UAT) to ensure all type-specific workflows and integrations operate as specified.
