Low Altitude Surveillance System (LASS)

The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), Foreign Military Sales (FMS) office intends to procure Follow-On support services and spares to support the Kuwait Low Altitude Surveillance System (KLASS) AN/TPS-63 Radar on a sole source basis from TCOM, L.P. 7115 Thomas Edison Drive, Columbia, MD 21046-2133 in order to provide materials to the Government of Kuwait (GoK). The proposed contractual action is to provide general, peculiar, and special support equipment, site lift equipment, maintenance/upgrades/replacements for the Low Attitude Surveillance System (LASS) which cannot be acquired under a Direct Requisitions Procedures (DRP) FMS LOA and which is essential to the integrated logistic support of the non-standard LASS system, associated systems and equipment. Also provides for spare parts estimated to be sufficient for a two (2) year LASS operating period, continued Repair of Repairables (ROR) support, training, twenty four (24) months of continued LASS site Operations and Maintenance (O&M) support, and necessary program management and technical assistance identified in Letter of Offer and Acceptance (LOA) KU-P-GGF in support of the Kuwait Low Altitude Surveillance System (KLASS). This notice of intent is not a request for competitive proposals; no formal solicitation package is available. The proposed contract action is for services and supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All information received within forty-five days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
