Rosemary Solar and Energy Storage System Complex
Solicitation # 2024110253
The Rosemary Solar and Energy Storage System Complex project involves the construction, operation, and eventual decommissioning of a 140-megawatt photovoltaic solar and battery energy storage facility in unincorporated Fresno County, California. Spanning approximately 1,172 to 1,212 acres of agricultural land, the project includes three interconnected generation sites, an on-site substation, and a generation-tie line of up to 2 miles connecting to the PG&E Crescent Substation. Additional infrastructure improvements include the reconductoring of 5 linear miles of the PG&E Helm to Crescent 70 kV transmission line and the raising of a portion of the Crescent Switching Station-Schildner 70 kV power line. The project has undergone a comprehensive environmental review process under CEQA, resulting in a Final Environmental Impact Report and a Notice of Determination certifying that the project will not have a significant environmental effect, provided that adopted mitigation measures and monitoring plans are implemented. Key regulatory considerations include the protection of special-status species, such as the Fresno kangaroo rat and blunt-nosed leopard lizard, and compliance with flood control permits and hazardous waste packaging and labeling regulations. The project received approval from the Fresno County Department of Public Works and Planning on May 21, 2026, and from the Westlands Water District on July 21, 2026, with the latter agreeing to provide construction water for up to two years.

Request for Qualifications for Solar, Wind, Battery Storage, Microgrids, and other Clean Energy Technologies
Solicitation # 0000040569
The California Department of General Services is seeking to establish a Qualified Vendors Pool of energy service providers to design, install, operate, and maintain clean-energy systems, including solar, wind, battery storage, and microgrids, on state-owned properties. This initiative utilizes a third-party financing model where selected vendors provide turnkey solutions with no upfront capital requirements from the state. Projects will be governed by long-term Site Lease Agreements and Power Purchase Agreements spanning twenty to twenty-five years, with electricity priced at a fixed rate per kilowatt hour. Qualified vendors will be eligible to bid on subsequent Requests for Proposals for specific installations across a diverse geographic range in California. To qualify for the pool, respondents must pass a comprehensive evaluation on a pass/fail basis, which includes a review of completeness and verification of submitted information. Mandatory requirements include providing evidence of adequate bonding capacity, creditworthiness from recognized rating agencies, and a commitment letter from financing partners. Vendors must hold active California registration and appropriate licensing, such as C-10 Electrical or C-46 Solar licenses, and must comply with the Darfur Contracting Act. Responses, including a Statement of Qualifications and required certifications, must be submitted by December 23, 2026.

OBJECTIVE The objective of this work effort is to identify community solar subscription managers willing to support NREL in developing a universal digital platform to serve as a bridge to connect community solar subscriptions (with verified savings and related benefits) to recipients of LIHEAP (Low Income Home Energy Assistance Program). This bridge platform will gather and consolidate available community solar subscriptions from community solar marketplaces, subscription managers, project developers, state-led programs, and utility programs into a centralized location. Initially the platform will operate in three pilot states - District of Columbia, Illinois, and New Mexico, and ultimately it will expand to other states. This Sources Sought is seeking expertise in community solar subscription platform development and management to support the development of the Low-Income Community Solar Subscription Platform. NREL seeks technical assistance to ensure this digital platform works with the existing software infrastructure of associated state agencies as well as community solar subscription managers, community solar developers, utilities, state and local government, and additional stakeholders. LIHEAP recipients are already income-verified and therefore can be prequalified to meet the requirements for participation in LI community solar. The pilot stage of the Low-Income Community Solar Subscription Platform will take place in three participating pilot states: New Mexico, Illinois, and the District of Columbia and will expand to other partner states in 2023: Colorado, New Jersey, and New York. Future expansion to other states is targeted for 2024.
