Low Profile Mast and Rotational Module Component Prototype Other Transaction Area of Interest

Team Submarines, Australia, United Kingdom, and United States (AUKUS), International & Systems (AI&S), Submarine Electromagnetic Systems Program Office (PMS 435) is pleased to release a competitive Area of Interest (AOI) announcement for the Low Profile Mast (LPM) and Rotational Module (RM) component to address several key operational needs. The LPM/RM programs seek innovative technologies that accelerate the prototyping of capabilities that address these key operational needs.

To accelerate the design, development and demonstration of LPM/RM capabilities, the Navy will be utilizing the Other Transaction Authority pathway outlined in Title 10 U.S.C. § 4022. It is intended that this solicitation may result in the award of one or more prototype projects.

Companies are advised to proceed with the following steps to respond to this notice:

STEP 1 – Terms of Use Agreement (TOU)

Several key documents related to the LPM Type 24 Mod 1 and RM are only releasable to eligible businesses with ownership in the United States, the United Kingdom, and Australia. Non-Australia, United Kingdom, or United States foreign-owned businesses may submit a technical solution as part of a teaming arrangement with one or more Australia, United Kingdom, or United States-owned businesses. The ability to be awarded an Agreement may depend upon the ability of the Foreign-owned business to obtain necessary clearances and approvals to obtain access to restricted information.

Companies interested in submitting a technical solution in response to the AOI shall complete Attachment 1: TOU Agreement and return it via e-mail to the Agreements Officer and Agreements Specialists listed in this notice. The Company point of contact that will request access to the restricted documents in this notice shall be the Company point of contact listed in the TOU. Companies should also request access to the restricted CUI documents in SAM at the time of TOU submittal to the Government.

Once the signed TOU is received and verified, Team Submarines will grant access to the restricted CUI documents and transmit relevant UNCLASSIFIED Government-Furnished Information (GFI) relevant to the AOI to the Company point of contact listed in the TOU.

NOTE: The TOU provided as Attachment 1 is specific to this AOI release; if a Company previously submitted a TOU under prior LPM/RM Industry Day notice, that Company must submit a separate TOU for this AOI opportunity.

STEP 2 – QUESTIONS & ANSWERS OPPORTUNITY

Companies may submit questions using Attachment 8: LPM/RM AOI Questions Form. Team Submarine will only accept Q&A submissions up to the CUI level. Q&A submissions shall be submitted electronically via e-mail to the Government points of contact listed in this notice no later than 6:00 p.m. Eastern Time on October 2, 2026.

This opportunity is not to be construed as a commitment by the Government, nor will the Government reimburse respondents for any questions submitted or for the information provided in response to this notice. The Government may or may not respond to Q&A submissions and reserves the right to redact the content of submissions prior to any release back to industry. The Government may use the information and feedback provided in Q&A submissions to inform future solicitations as necessary. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained in any submission in response to this notice. Opting not to submit any Q&A does not preclude participation in this AOI or any future engagements. It is the responsibility of industry to monitor the Government Point of Entry (GPE) for official AOI communications.

STEP 4 - Companies shall submit Phase I White Papers and Placemats electronically via encrypted DoD SAFE transmission. Companies must request a DoD SAFE link by e-mailing ALL Government points contract listed in this notice no later than 6:00 p.m. Eastern Time on October 13, 2026.

If a Company intends to send a Phase I submission for both LPM and RM, that Company must request two separate DoD SAFE links.

Companies are encouraged to submit White Papers prior to the latest closing date. Inclusion of a delivery receipt with an email submission will be the only indication of the Government’s successful receipt of a White Paper. Each Company must comply with DoD SAFE file size limitations and other guidance as provided at https://safe.apps.mil/.

Phase I submissions must be received by the Government via encrypted DoD SAFE submission no later than 6:00 p.m. Eastern Time on October 20, 2026.

1. For Companies invited to participate in Phase II only, the Government will distribute CLASSIFIED TLRD Annex(es) to Companies eligible to receive CLASSIFIED data and may elect to release additional information.
2. HARD COPIES OF MAILED OR HAND DELIVERED WHITE PAPERS WILL NOT BE ACCEPTED.
3. Submissions sent through other channels not identified in this Notice, or after the Phase I White Paper submission deadline, will not be reviewed nor evaluated by the Government.
