AI Contract Overview
The Department of the Navy's Naval Sea Systems Command (NAVSEA) is hosting a Virtual Industry Day on May 28, 2026, to discuss the upcoming DDG-51 Class Multi-Ship Sustainment Partnership (MSSP) acquisition. This initiative aims to establish several Single-Award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to create a pool of qualified contractors responsible for the ongoing maintenance, modernization, and repair of DDG-51 class ships. The effort will be managed by the Southwest Regional Maintenance Center in San Diego and the Mid-Atlantic Regional Maintenance Center in Norfolk, with a strategic focus on long-term partnerships that deepen platform expertise and enhance responsiveness to the operational demands of the DDG-51 fleet. The MSSP contracts will feature a pre-priced menu for routine maintenance and a Level of Effort contract line item for emergent tasks, facilitating agility and efficiency in contract execution. During the Virtual Industry Day, NAVSEA will seek industry feedback on multiple key elements including fair and effective task order competition procedures under the single-award IDIQ structure, implementation of small business participation goals, handling program management and planning costs, pricing models for time-driven expenses such as temporary services, and the design of award and incentive fee constructs at the task order level. Interested companies must register by May 21, 2026, providing detailed information about their business size, fleet area of focus, and personnel participation. This engagement is part of a broader effort to improve maintenance responsiveness, industrial base stability, and contracting efficiency while soliciting actionable input prior to the release of the formal Request for Proposal. The announcement clarifies that it does not constitute an RFP or a commitment to award contracts and that no costs incurred for participation will be reimbursed.

3.0 STRATEGIC FOCUS & INDUSTRY FEEDBACK
The DDG-51 MSSP strategy is fundamentally built on establishing long-term partnerships with Lead Maintenance Activities (LMA). These dedicated partnership contract vehicles are designed to drive continuous "Repair Learning," deepen platform expertise, and ensure exceptional responsiveness to support the high-tempo operational needs of the DDG-51 fleet. The MSSP SA IDIQ contracts are envisioned to reduce contracting timelines and result in increased communication across the ships being serviced. To achieve this required speed and agility, the SA-IDIQs will utilize an expandable pre-priced menu for routine maintenance and a structured Level of Effort (LOE) CLIN for emergent growth to ensure speed and agility.
During this session, the Government will actively solicit industry feedback on the executability of key solicitation elements, specifically:
- Fair and effective Task Order competition procedures under a SA-IDIQ structure.
- Executability of Small Business Participation goals within the competitive pool.
- Handling of Program Management Office (PMO) & Inter-Availability Planning Costs.
- Pricing strategies for Costs That Run With Time (e.g., Temporary Services).
- Award Fee and Incentive Fee constructs applicable to the task order level.
