VRAMS Repair
Solicitation # FA8575
The AFLCMC/WAK Program Depot Maintenance office is soliciting industry input through a virtual industry day focused on F-15SA aircraft maintenance strategies, particularly around depot-level inspections, asset management, and nondestructive testing capabilities. This event, scheduled for May 26, 2026, targets vendors capable of supporting the comprehensive maintenance, modification, and functional testing of F-15SA aircraft under a performance-based work statement, with participation limited to private 45-minute virtual sessions. Respondents must RSVP by May 21, 2026, to coordinate scheduling, and the effort is aligned with a broader contract initiative for Royal Saudi Air Force aircraft maintenance scheduled for execution at a contractor facility in Saudi Arabia. The work involves a structured 117-day flow per aircraft across 15 total units, with strict technical, safety, and quality thresholds governing acceptance, including zero tolerance for Category I Major findings during post-maintenance inspections and a required monthly quality performance rate of at least 97.5%. The contract mandates compliance with a range of Air Force and Department of Defense standards, including AFMC Form 158 for packaging and labeling, NISPOM for classified material handling, and CAV-AF for government property accountability and shipment tracking. All deliveries, documentation, and payments must be processed through WAWF, with required deliverables including monthly status reports, environmental and safety plans, incident reports, and flight readiness assessments. Safety and airworthiness are paramount, with penalties applied for quality nonconformities in the form of weighted Corrective Action Requests and rejection limits on contractual deliverables. Personnel involved must hold U.S. Secret clearances and obtain Saudi Secret clearances for access to classified areas, while adhering to both U.S. and Saudi legal and labor requirements, including observance of Ramadan and Hajj holidays. The contract includes multi-year options with performance-based triggers such as maintenance acceleration plans, and carries no set-aside classification nor publicly disclosed pricing data, suggesting an evaluation based on technical merit, risk mitigation, and past performance rather than lowest price. The place of performance is the contractor’s facility in Saudi Arabia, with additional obligations stemming from RSAF operational coordination and U.S. Government oversight.

Multiple Ship Sustainment Partnership (MSSP) Single Award Indefinite Delivery Indefinite Quantity (SA-IDIQ) Contracts for Fleet Maintenance Availabilities and Incremental Selected Restricted Availabilities on DDG-51 Class Ships Homeported in Norfolk, VA
Solicitation # N0002426R4439
The Naval Sea Systems Command (NAVSEA) is preparing to establish a Multi-Ship Sustainment Partnership (MSSP) program for the DDG-51 class destroyer fleet through a Single-Award Indefinite Delivery/Indefinite Quantity (SA-IDIQ) contract vehicle, with performance centered at the Southwest Regional Maintenance Center in San Diego, California, and the Mid-Atlantic Regional Maintenance Center in Norfolk, Virginia. This initiative seeks to build long-term partnerships with qualified contractors to deliver consistent, responsive maintenance, modernization, and repair services by leveraging a pre-priced task menu for routine work and a structured Level of Effort (LOE) clause for emergent needs, aiming to reduce procurement delays and enhance operational readiness. Industry feedback is being actively solicited on key elements such as task order competition under a single-award structure, small business participation goals, pricing for time-based costs like temporary services, and the design of award and incentive fee structures at the task order level. The acquisition strategy prioritizes deep platform expertise, continuous repair learning, and industrial base stability, requiring contractors to hold a Tier 2 NAVSEA Master Ship Repair Agreement (MSRA), maintain Cybersecurity Maturity Model Certification (CMMC) compliance, and demonstrate proven past performance on Integrated Ship Repair Activities or Contractor Maintenance Availabilities lasting over 70 days within the past three years. Contractors must possess or have ready access to piers capable of accommodating DDG-51 vessels in either San Diego, Norfolk, or both, and provide detailed information on their workforce capacity, facility infrastructure, and organizational controls for quality assurance, production management, and safety. All participants are required to disclose their business size under NAICS code 336611—defined as small if the company has 1,300 employees or fewer—and must outline their plans for subcontracting to small businesses. Submitting a Notice of Interest is mandatory for participation in the market research phase, with requirements including company name, CAGE code, Unique Entity Identifier (UEI), primary homeport interest, and employee counts at each location. The Government has issued multiple sources-sought announcements and is holding a virtual industry day to refine its acquisition approach before issuing the formal Request for Proposal; responses to these pre-solicitation actions are limited to ten to fifteen pages and must be submitted via email to designated NAVSEA contracting personnel. The program emphasizes fixed-price structures, predictability, and efficiency, and no contract award or financial commitment is guaranteed at this stage, as this remains

USS MAKIN ISLAND (LHD 8) FY28 Docking Selected Restricted Availability (DSRA) Pre-Solicitation
Solicitation # N0002426R4421
The Naval Sea Systems Command is conducting market research for the FY28 Docking Selected Restricted Availability of the USS MAKIN ISLAND (LHD 8), a complex, homeport-restricted West Coast maintenance event scheduled from November 15, 2027, through June 19, 2029. This effort is part of the Navy’s Signature Availability pilot program, which seeks to award the contract early—at the A-240 milestone—to enable extended planning, material acquisition, and coordinated scheduling with industry partners. The anticipated contract type is firm-fixed-price, and the work includes extensive hull structure repairs, propulsion system overhauls, electrical and auxiliary system upgrades, combat system modernizations, and habitability enhancements, totaling over 323,000 man-days of work. The Government is particularly focused on identifying small business capabilities and interest in this high-value, technically demanding availability. Companies with an active NAVSEA Tier 1 Master Ship Repair Agreement or Agreement for Boat Repair must submit a notice of interest containing basic identification details, while all other interested parties must provide a detailed capability statement, including their small business status, access to a dry-dock and pier suitable for LHD-8, past performance on similar Navy vessels, organizational readiness, and plans for obtaining NAVSEA agreements if necessary. Respondents must also explain how additional planning time from an early award will reduce execution risk, improve scheduling, and support invoicing during the pre-execution phase. All responses must be submitted via email by 4:00 PM Washington D.C. time on May 18, 2026, and are treated as business-sensitive and confidential. This announcement is not a solicitation; it does not obligate the Government to award a contract or release a request for proposal, which is expected in August 2026. No payment will be made for responses, and no solicitation packages will be provided prior to official release. All information must be submitted with a signed letter on official letterhead, including the company’s legal name, CAGE code, and SAM Unique Entity Identifier.
