This contract involves the supply and servicing of L.P. Gas for Osceola County schools and departments, with a focus on providing a fixed mark-up or discount pricing based on the Mont Belvieu OPIS market rates. The vendor must deliver propane to multiple school locations, ensuring continuous supply with scheduled rotations so that tanks never run below a quarter full unless there is a tank issue. Standard services include turning on and off pilots, maintaining regulators, and minor adjustments, all compliant with safety standards such as NFPA codes and Florida regulations. The vendor is also responsible for installing signage on tanks and providing monthly OPIS pricing data to the school district, which will be used to determine the monthly billing amount. Payments are made post-delivery upon invoice acceptance, and multiple accounts per site may be established for different uses like food service or science labs. The contract specifies that the vendor may need to supply new tanks and associated equipment as required, with all tanks owned by the School Board. Delivery schedules must be shared with the district and documented with signed tickets at each site. The vendor must operate meter-equipped trucks for deliveries, and emergency deliveries due to missed scheduled service are free if the fault lies with the vendor; otherwise, an emergency fee may apply. Additional propane needs for fleet vehicles and equipment can be met either through on-site fills or at the vendor’s location, based on the district’s preference. The solicitation emphasizes competitive fixed mark-up or discount pricing, with the response deadline set for March 7, 2024, and the contract managed under NAICS code 333924.
