Fy26 Youth Sports officials and ScorekeepersThis solicitation, issued by the Department of Defense for the 773d Force Support Squadron Youth Program at Joint Base Elmendorf-Richardson (JBER), Alaska, seeks a contractor to provide officiating and scorekeeping services for a youth military sports program. The contract covers a range of youth sports including baseball, softball, indoor and outdoor soccer, basketball, volleyball, and flag football. The contractor must supply certified officials and scorekeepers, manage scheduling and game-day operations, and comply with Air Force Instruction 34-249 and other relevant standards. Services include providing personnel, equipment, tools, materials, supervision, and all necessary elements to conduct games according to the Statement of Work. The contract period extends from April 1, 2026, through September 30, 2030, with a base year and multiple option years. Government acceptance and inspection will occur at the designated destination, with invoicing processed electronically through the Wide Area WorkFlow (WAWF) system. The award will be made using best-value Tradeoff procedures, emphasizing three evaluation factors in descending order of importance: technical acceptability, past performance, and price. Technical proposals must demonstrate a clear understanding and approach to the requirements without restating the Statement of Work. Past performance will be evaluated through questionnaires submitted by prior contracting officers, focusing on quality, responsiveness, communication, and problem-solving related to similar contracts. Price evaluations will encompass the base period and all options, with unbalanced option pricing potentially rendering offers unacceptable. This procurement is a total small business set-aside under NAICS code 711219 and requires all offerors to maintain active registration in the System for Award Management (SAM). The contract incorporates extensive federal acquisition regulations and Department of the Air Force clauses addressing ethics, cybersecurity, labor standards, and access/security requirements for personnel and vehicles on military installations. The contractor must adhere to strict security protocols, including personnel identification and emergency contact requirements. Proposals are due by March 18, 2026, at 9:30 AM AST and must be submitted electronically to the designated government points of contact.
