LTESM-C Expansion Powidz, Poland

The U.S. Army Corps of Engineers Europe District is seeking a contractor for the Long Term Equipment Storage and Maintenance-Complex (LTESMC) expansion at Powidz Air Base, Poland. This project is anticipated as a stand-alone, two-phase Design-Build, Firm-Fixed-Price contract with an estimated magnitude between $100,000,000 and $250,000,000. The scope of work includes the construction of a 260,000 square foot humidity-controlled warehouse, a 76,000 square foot vehicle maintenance facility, approximately 34,200 square yards of vehicle hardstands, overhead protection, and POL/HAZWASTE storage areas. The selected contractor will be responsible for intermediate and final designs, progressing from 35% to 100% completion before construction begins, with an estimated period of performance of 40 months from the Notice to Proceed. Participation is strictly restricted to firms registered and incorporated within the 32 NATO member nations under National Competitive Bidding Plus procedures, applying to all prime contractors, subcontractors, suppliers, and manufacturers. Small and Disadvantaged Business set-asides are waived due to the project's OCONUS location. The government will utilize a best-value tradeoff process for award. Interested firms must register for the tentative October 21, 2026, Industry Day by submitting an access request via the PIEE Solicitation Module no later than October 7, 2026. The Phase 1 solicitation is expected to be released in early October 2026, with a target contract award date in March 2027.
