This is combined presolicitation/solicitation notice for commercial services prepared in accordance with RFO FAR part 12. This announcement constitutes the only solicitation notice. Quotations are being requested.
Solicitation W50S8K26QA002 is being issued as a Request for Quotation (RFQ) in accordance with RFO FAR 12.201-1 simplified procedures for construction of two covered parking structures with rooftop solar panels at Jefferson Barracks Air National Guard Station, St. Louis, MO.
This acquisition is set-aside for small business concerns. All responsible sources may submit a quotation which will be considered by the agency. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
See attachments for line item details, description of requirements, completion time, applicable provisions & clauses, date, time, and place for receipt of quotations, and points of contact for the RFQ. This solicitation includes option line items that will be evaluated as part of the award decision.

In accordance with RFO FAR 36.101-4, the following information is provided:
1. The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at RFO FAR 43.304, RFO DFARS 243.304 and AFARS 5143.304.
2. Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.

Update, 16 July 2026: Amendment 1 extending due date to 5 August 2026 added to attachments. Only change in amendment is the due date. There are no changes to other attachments, system geneated table of contents on SF30 was not changed.
Update, 30 July 2026: Revised drawings and paint specifications added to files. Panel location in Building 41 has been corrected on drawings. Responses to RFI are being worked and will be posted to SAM.gov with Amendment 2. Quotation due date will be extended.
Update, 31 July 2026: Amendment 2 formally incorporated revised drawings and specifications attached. Also attached are responses to all pre-award RFI with supporting documents. New quote due date is 11 August 2026 at 10:00 AM local time.
