AI Contract Overview
This solicitation, numbered W50S8K26QA003, is a combined presolicitation and solicitation notice issued under FAR Part 12 for the repair of Building 99 at Jefferson Barracks Air National Guard Station in St. Louis, Missouri, encompassing roof, road, and grounds work under a firm fixed-price contract. The acquisition is set aside exclusively for small business concerns, with all responsible small businesses invited to submit quotations. The evaluation process is structured in two phases: Phase 1 assesses technical risk based on the offeror’s experience, technical qualifications, past performance, and local construction market experience in the St. Louis metropolitan area, favoring local contractors; only those deemed most highly rated will proceed to Phase 2, where they will be invited for a site visit and required to submit a price quotation. The government’s target price range is between $400,000 and $600,000, and award will be made on a best-value trade-off basis, not as a lowest price technically acceptable competition, allowing for the selection of a higher-priced offer with superior technical merit. The period of performance is 180 calendar days beginning upon receipt of the Notice to Proceed. All submissions must be sent via email to MSgt Joe Bernier at joseph.bernier.1@us.af.mil by 10:00 a.m. local time on July 14, 2026, with two hard copy sets also required alongside electronic submissions in PDF format with searchable text and OCR, accompanied by native files for drawings and other technical documentation. Electronic files exceeding 30 pages must include bookmarks. The work is subject to stringent security requirements, including mandatory U.S. citizenship or legal residency, government-issued photo ID, DBIDS pre-enrollment, criminal background checks, and compliance with DoD and local installation security policies, with refusal of access potentially constituting default. Contractor personnel are restricted to designated work areas and are subject to random searches. The contract incorporates numerous FAR and DFARS clauses related to labor standards, inspections, warranty, changes, subcontracts, and security, including NIST SP 800-171 compliance and prohibitions on inverted domestic corporations. Invoices must be submitted through WAWF using the specified DoDAACs, and all deliverables must conform to ANSI, ASTM, UL, and other industry standards with submitted documentation, test reports, O&M manuals, and as-built
